Foster Care and Adoption

Catholic Charities foster care program helps qualified individuals and couples become licensed foster parents. Our case managers facilitate the initial training and continue to provide ongoing training, resources and support. We recruit and support foster parents, therapeutic foster parents, kinship foster parents and unaccompanied minor foster parents.

Impacting Lives at Work

Veronica Soto is one social worker fighting to care for the more than 19,000 children in foster care.

Soto works as the foster care program manager for Catholic Charities in Phoenix. She began her career as a social worker when she joined Catholic Charities in 2005. “I envisioned a career where I could work closely with children and families,” Soto said. “Before I started working for Catholic Charities, I never envisioned that I could make such a direct positive impact in the lives of so many. It was a good feeling to find a job that fed such a passion.”

Soto supports eight staff members that maintain a working caseload of families and children.  “I want to make sure that I am working hard, not only to be a support for my staff, but also for the families that we serve.  We work as a team to address any concerns or maintain collaboration efforts with other service providers and do everything we can to support families in any way possible,” Soto said.

This is crucial work at this time with the Department of Child Safety filled to its brink with the highest numbers of children in foster care in Arizona’s history. While the numbers of children in the system have tripled in the last ten years, the number of DCS workers has remained the same. Organizations, like Catholic Charities, that support children and families in foster care are crucial at this time.

Compassionate Support

Soto and her staff provide intelligent, compassionate support to children and families that proves to be life-altering and invaluable to their success. “It is humbling to be given the ability to touch so many lives, and I very much value the work that I do at Catholic Charities,” said Soto.
